Vixxxy was born in Brixham and worked in the Quayside Hotel for over 25 years. She is passionate about the town and wants only the best for it. She was diagnosed with ovarian cancer three years ago and is determined to make a difference for the town that she loves. She lives next door to the central car park !
Neil is an architect with thirty-five years of experience. In his career, he has worked on houses and flats, on university and agricultural buildings, on laboratories, zoos and a variety of other retail and commercial projects. He then worked for eleven years for a global Hotel company, on the design of over 500 international hotel projects.
He moved to Brixham in 2012 and refurbished St Peter's Church (now Fisherman's Church). He then operated and restored the Golden Hind. He then turned his attention to charity work and town improvements

Turning to the Hanging Gardens, Neil says "Every project has its challenges.
But with the right mindset, success is within sight".
"However, managing a large project is like flying a 747.
It needs a pilot with experience, skills and training.
It requires pre-planning and teamwork.
When preparations are complete, the project can then roll down 'the construction runway'

INTRODUCTION
Neil Worrell and Vicky Pritchard-Davies are Lighting Up Brixham
They raised money for national charities, and then focussed on their home town. Their goal is to make permanent town improvements.
Neil Worrell is a chartered architect. They’ve now turned their attention to the central car park area - as a key Brixham experience "in desperate need of a vision for the future".
The Lighting Up Brixham concept is a dramatic one – a new garden on top of flats and car parking. The gardens will be viewed from all surrounding properties and will feature a bar and restaurant for visitors.
ABOUT THE CONCEPT
Brixham is so much more than its harbour. And the car park at its centre is currently an eye-sore - and been for almost two decades. We find that simply astonishing.
When you arrive in Brixham, there is little sense of excitement until you get to the inner harbour. As a town it’s got to be our priority to change that and make the sense of arrival dramatic, beautiful, and functional.
Our idea is “The Hanging Gardens of Brixham”
It comprises two full floors of car parking (approximately 300 spaces in total), with 50 flats over – topped by a dramatic new public garden space an acre in size.
The garden is 120 metres long by 40 metres wide at the heart of Brixham. Within the garden is a restaurant at one end and a bar at the other. In the middle where the public enter are various kiosks selling coffee, cakes & snacks.
The garden is accessible by ramp stairs and lifts from Middle Street. The gardens will be open to the public during daylight hours and maintained by the restaurant and bar leaseholders.
Over this at the next level up (garden level), curved laminated timber arches create a visual sheath to the garden, and these are anchored together and tied by a network of stainless-steel cables like the rigging on a ship.
In the daytime these cables will reflect sun light and glisten like a gossamer net. At night time festoon lighting fixed to the cables will create a delicate illuminated cage effect with lighting in the trees and shrubbery.
Why this proposal? Lighting Up Brixham believe that:
The building will be fully sustainable with water collected for recycling and for flushing toilets. In addition, solar panels will be added to a number of the curved arches to generate electricity for the building. All flats will be “super-insulated” and a central heating plant will provide hot water to all properties to maximise efficiency as opposed to individual boilers.
CONCLUSION
The Hanging Gardens of Brixham will transform the town by acting as a stunning entrance focal point. It is also commercially viable. It meets the functional needs of the town for parking and housing – whilst also creating a stunning new “entrance experience” with a delightful practical high-level garden with food and beverage outlets.
Vix adds “What’s not to like? A beautiful “green-heart” bang smack in the middle of the most vibrant fishing village in England? If designed carefully and constructed properly in a professional manner, this will be world class. It will be fabulous for residents to look out on and for everybody to enjoy. It will be a tremendous asset to the town and a solution to a problem which has blighted Brixham for almost two decades. The Ugly Duckling car park will really be turned into an Elegant Swan. We can’t wait for it to be a reality!”

- The proposal comprises car parking and residential use, plus a beautiful garden with restaurant and bar on top.
- Visitors and locals will be able to enjoy both using the gardens and looking down upon them both day and night. They will be dramatic, sumptuous and permanently enhance Brixham.
- The car park is the physical “heart” and many peoples first experience of arriving in Brixham. It’s right that this area should be celebrated with a spectacular focal point.
